Extract inline recipe at scaffold.md §10.10 (line 1194) to docs/recipes/add-docs-site.md.

Astro Starlight docs site (Scalar as default API-reference renderer). Includes wiring the Astro Docs MCP server. Carve-out from the React+Vite product-surface lock.
