Write a new recipe at docs/recipes/refresh-tanstack-skills.md.

Unlike the other 12 recipes, this one is not drafted inline in scaffold.md §10 — it is referenced as guidance for re-running pnpm dlx @tanstack/intent install --yes after bumping any @tanstack/* dependency, to refresh the generated tanstack/ skill subtree.
