Extract inline recipe at scaffold.md §10.1a (line 1080) to docs/recipes/add-ai-service.md.

Python AI sidecar at apps/ai-service for TS-lane projects with heavy backend-AI work (LangGraph orchestration, RAG indexing, structured-output workflows, eval loops). Direct outcome of the 2026-05-02 lane-pick flip.
