The HTML report could use better explanations to help users understand what they're looking at.

Scope is intentionally vague — we'll figure out exactly what to add and where when we pick this issue up. Likely candidates: section intros, tooltips on metrics, what each rule/decision means, how to act on findings.

Acceptance: TBD when we address the issue.
